Library files "charts_highcharts/texture" are not provided in non-CDN mode.

Problem/Motivation

Hi, the library files charts_highcharts/texture are not presented in non-CDN mode via composer.json, nor are they mentioned in the README.md.

Steps to reproduce

Install the charts_highcharts submodule and add its dependencies as described in its README.md or using wikimedia/composer-merge-plugin after that check if the library files exist at the paths /libraries/highcharts_pattern-fill/pattern-fill.js and /libraries/highcharts_high-contrast-light/high-contrast-light.js

Proposed resolution

Provide the files in the same way as other files for the libraries of this module are provided, or remove these dependencies if they are not needed.
