Re-structure Highcharts libraries so that Highcharts "modules" are their own Drupal libraries

Problem/Motivation

The Highcharts library is a little like Drupal in that it has a core library and then additional modules. Currently, charts_highcharts.libraries.yml has highcharts core and modules mixed together. We should separate them out to give users the ability to fine-tune which libraries are included.
