Adopt renewable terms for subsystem and topic maintainers

Problem/Motivation

At the core committer meeting of June 2024, before DrupalDevDays Bulgaria, 📌 Drupal core committers team meeting - Dev Days Burgas 2024 Fixed it was agreed that the core committers can setup a policy around renewable terms for subsystem maintainers and topic maintainers and that they can reove subsystem maintainers without involving the Project Lead.

Much of that work has been done in the parent, #2974514: Adopt renewable terms for core governance roles → . At least, this needs to be documented.

Proposed resolution

Topic maintainers, subsystem maintainers

  • Subsystem maintainer and topic maintainer roles do not have fixed terms.
  • All maintainers are contacted once per year and asked to submit a patch removing themselves from MAINTAINERS.txt if they are not currently active (i.e., have not at least contributed in the role in the past year). Maintainers that do not respond to this contact are automatically removed from the role. Maintainers who have low activity may be contacted as well on a case-by-case basis.
