Unless you're offering to step up as a co-maintainer, or have organized for someone to step up (free or sponsored), I don't see how this kind of tone and language is constructive.
Opensource software is made by those who show up and do the work. Maintainers owe the users of their software nothing.
I get that being stuck without the resources to get unstuck is frustrating, but your choices are clear: (learn to) fix it yourself, pay someone else to fix it, or stop using the software.
Either way, insulting the person who's been working on this for free is not what we do around here, and violates the code of conduct. Please be better.
i am not trying to insult....but the guy always complains he has no time...he is always busy....that is why I pledge we need somebody else because the theme is wonderful if it works....
Whilst I agree the theme could benefit from some additional cleanup love, I managed the not 100% smooth upgrade path. I see no need to replace Matt Bloomfield. If someone steps up to help, that would be fine as long as we take in mind the story of Jia Tan.

Have to say, some of the wording in this post really makes me sad. A lot of the time members of this community contribute in their spare time, and do their absolute best, I for one am grateful for every minute someone is willing to dedicate.
I can sense your frustration, but ultimately questioning someones dedication, time, coding skills or other is really unnecessary and is unlikely to get anyone queuing up to take this task on.
look it is the best theme if it is without bugs of course...so i wonder why it does not deserve best maintainers? The guy obviously has no time.... it is time to pass the torch to somebody else....i would do it...and even if I have 5 kids...3 jobs I would still have time more than 5 minutes in 2 weeks to check the issue queue..... the theme first page should have written looking for serious maintainer... currently theme is only partially maintained....or occasionally maintained

Versions
Match version for version, e.g if your sub-theme was generated on 8.x-2.x stick with the 8.x-2.x branch. Both the 2.x and 3.x branches will be maintained, and over time the 3.x branch is likely to diverge from the 2.x branch as Drupal 8 evolves.ARE YOU KIDDING ME??? SAME GOES FOR ATTOOLInstallation
Download and place in the /themes/ directory.
Download the AT Tool module, place in the /modules/ directory and enable both the AT Tool module and AT Theme Generator sub-module.
Goto ~/admin/appearance/at_generate (click Appearance tab, then AT Theme Generator).
Create your new sub-theme.
