Fix plugincollection-plugin-not-loaded when upgraded to 1.2.9

Problem/Motivation

After updating to 1.2.9, I receive the following console error when trying to load an editing form with CKEditor:

Track Changes is not something that is enabled or configured anywhere.

I have ckeditor5_premium_features installed without a key just to use it in tandem with https://www.drupal.org/project/ckeditor5_plugin_pack →

The error disappears if I downgrade back to 1.2.8

Steps to reproduce

Update to 1.2.9 without having any premium features config set.

Downgrade to 1.2.8 to see the error removed from console.
