Enable Drupal 11 tests once Feeds is fixed

Feeds is dev merged moving into active state.

I guess no need of php max version for phpunit execution as D11 tests run against php8.3.10

I consolidated the phpstan overrides, but now the max-php build fails with "Could not use "\Drupal\Tests\Listeners\HtmlOutputPrinter" as printer: class does not exist"? Like you said, it's a little pointless given what is installed, so I've removed it.
