Add description text for the default confirmation step

As in the title, something like:

Testing steps:

Edit any view with VBO field added, edit the VBO field
Enable confirmation step for any action, assert that confirmation text textarea appears
Enter some text in the confirmation text textarea
Save field and view settings
Go to the view, select some items, select the action with confirmation step enabled
On the confirmation screen the entered help text should show
Also check a confirmation step with empty help text
