I tested this on Drupal 11.0.x with a fresh install of Standard and could not reproduce the problem using the steps in the issue summary.

Regarding the needs to add links to go back to the site, there's already a discussion open in 🐛 Enhance Navigation admin workflow with Managed Tabs. Needs review .
