Submenus are not expanding on hover in Admin toolbar

Problem/Motivation

Admin menus should drop open on hover, they do not.

Steps to reproduce

  1. Log in
  2. Hover on any menu item on the admin toolbar

Observed

The menu does not drop open

Expected

The menu should drop open when hovering over the menu item
