is not displayed on the user edit page anymore, when the user is first redirected to T&C page, after using a one time password reset link. This is a regression caused by 🐛 Reset notice is showing up twice (from core and legal module) and don't disappear after password change RTBC .
Show the message, even if the user is first redirected to the T&C page.

We shouldn't forget to comment in the test code lines related to this issue from 🐛 Fix, comment in and add tests for "Password can not be reset, when user hasn't accepted the legal terms yet" Active , so we don't introduce further regressions.
