I've applied MR8007. the behavior illustrated in the linked slack conversation is gone and the navbar is behaving as expected again. tested in safari and edge. and i'Ve also checked the help tooltip π 'Help' tooltip is obstructed behind the navigation toolbar border Active and its display is still correct. thank you for the fast hotfix!

This causes problems when trying to test the admin toolbar.
