Location of "Skip to Main" link below admin toolbar in Olivero is problematic for screen magnifier users

Problem/Motivation

Olivero version of https://www.drupal.org/project/drupal/issues/2990766 🐛 Location of "Skip to Main" link below admin toolbar in Claro is problematic for screen magnifier users RTBC (per @smustgrave request)

Skip link is located under the admin toolbar, which makes it harder for keyboard only screen magnified users to find it. Most keyboard only users would expect to see the skip link at the top of the screen. If you are on a high magnification and need to change settings, it’s difficult to find.

The right-pointing arrow might also be confusing, especially if the skip link isn't 100% width because it could be interpreted as pointing to the toolbar (would appreciate additional input on this).

Proposed resolutions

1 - Move skiplink to top

2 - Move skiplink to top and remove 100% width

3 - Move skiplink to top, remove 100% width, remove right arrow
