Problem/Motivation

Layout builder content should be translatable.

Proposed resolution

Enable content_translation and add layout_builder_at module, see also #3443887: Add asymmetric translations for layout builder pages → .

Remaining tasks

Export current config from stage.
Enable content_translation.
Install and enable layout_builder_at module.
