For RTL languages, Navigation menu should show on the right

For RTL languages, the navigation should be on the right side of the screen.

This might be even considered a regression, as when the current 10.x toolbar is set to be on the side, it's on the right for RTL languages.

I added this as a stable blocker on the πŸ“Œ New Toolbar Roadmap: Path to Beta & Stable Active . Don't think it should block Navigation being experimental (beta)

    I tested today (with the core MR) and didn't see that. Closing this unless I find^H^H^H
    I was testing with umami, where administration is configured to be English for the admin (I worked on that :facepalm)
