There is no information to screen readers about Paragraph widget actions. In order to get this in, I think the scope of this issue should be very narrow.

Add Drupal.announce to Paragraph actions "remove", "duplicate", "collapse", "edit" and "convert" on "Paragraphs (stable)" widget.
