Inform screen readers about paragraph actions (WCAG 4.1.3)

Problem/Motivation

There is no information to screen readers about Paragraph widget actions. In order to get this in, I think the scope of this issue should be very narrow.

On https://www.drupal.org/project/paragraphs/issues/2736461#comment-12815853 📌 [META] Review Paragraphs widget accessibility Active there's report from 2018 about accessiblity. Note about the comment that on "Paragraphs (stable)" widget there's no confirmation step.

Proposed resolution

Add Drupal.announce to Paragraph actions "remove", "duplicate", "collapse", "edit" and "convert" on "Paragraphs (stable)" widget.
