Add a core/core.recipes.api.php file

Probably a dumb question. core.api.php has a comment that says:

 * This site is an API reference for Drupal, generated from comments embedded
 * in the source code.

Is that automatically generated? Should I be running a script for this? Or is it copy and pasted?

We need to write this file.

Looking at the core api file, it seems to be all about the @defgroup comments. Well, I found one in the recipes code and added it.

I am sure there is a lot that I am missing.

My understanding is that we basically need to convert all the documentation in the 1.0.x branch (except for things like the roadmap) into that file.

Could use a review on progress on the API doc. Added two sections of content so far from the 1.x branch. Three more to go if this looks good.

All documentation discussed has been added. Ready for re-review.
