Make "Back to Administration" toolbar link configurable

Problem/Motivation

In the twig template for the secondary toolbar, there is a hardcoded "Back to Administration" link that goes to the content overview page. On sites with customized admin dashboards, it would be better if this link was configurable.

Steps to reproduce

  1. Enable Gin Toolbar →
  2. Enable "Show Secondary Toolbar in Frontend"
  3. Go to a route with no associated entity such as a view page or a custom route
  4. See the "Back to Administration" link in the secondary toolbar

Proposed resolution

Add a variable for this route that can be preprocessed.
