I don't agree.
Structure is for managing types/bundles and on many sites it's already overloaded.
User fields are also on config for an example of an entity type without bundles.

Personally, I would look first under structure for fieldable entities (regardless if they have bundles or not).
I did some digging in the documentation of Drupal.org and both entity/field API documentation guides for D7 & 8+ manage structure paths for managing fields.

Under config/content maybe, but under config is definitely wrong, as mentioned, that's where you configure user fields.

Sure, it actually makes sense. Good to see there are studies being done on this :).

Discussions like these in the Drupal core usually take years, sometimes decades. I think we could make changes to the Poll, and in a few years, if the changes are accepted into the core, update the menu in Poll
