Move rules functionality to submodule to allow integration with other modules like ECA

I fully support this move. ECA is the way to go, Rules is too buggy.

Upgrading Drupal 10.2 to 10.3 crashes because of Rules, and the only module which needs rules is Quiz on my site:

I can provide some sponsoring for wiping rules from quiz and start using ECA, if needed.

Also will be waiting for this one - we are moving the bulk of our sites to 10.3+ and utilizing ECA moving forward.

But that other issue is for Drupal 7 while this one is for Drupal 10+.
Because of the code base the solutions will be vastly different.
