Plan for Metatag 2.1.0

This 📌 Add PHP annotations for all plugins Needs work needs 10.2 Are you bumping the Drupal core version requirement for 2.1.0 to ^10.2 ?

No, it'll be adding new APIs but leaving the existing ones in place until they're removed in Metatag 3, which would require Drupal 11. I do intend to manually test it to make sure 2.1.0 is fully compatible with Drupal 10.0, and probably 9.5 too.
