I contacted saxenaakansha30 using the following message. Since the project is covered by the security advisory policy, neither site moderators nor project moderators will add as maintainers/co-maintainers people who cannot opt projects into security advisory policy. Only the project maintainers (or co-maintainers with the permission to administer co-maintainers/maintainers) will add new maintainers/co-maintainers.

Since Ciprian cannot opt projects into security advisory coverage, neither site moderators not project moderators will add him as maintainer.I am contacting every person who can add maintainers/co-maintainers for that project. Sorry, seems like I am still missing some permissions. I don't have access to add new releases nor to add new maintainers.

On drupal.org, maintainer means a person who has all the permissions on the project, as described in the Terminology → page.
Since ciprian.stavovei offered to be a maintainer, he should have all the permissions. If the offer to be maintainer has been rejected and ciprian.stavovei was considered for the position of co-maintainer, that should have been said in a comment here.

Apologies on my side, Earlier all the permissions required except Administer maintainers were given to ciprian.stavovei. Now i have given all the permissions to him. @ciprian.stavovei can you confirm?
