Problem/Motivation

When creating a view of content entities, it's possible to add a relationship to the flags on that entity.

When creating a view of flags, it isn't possible to add a relationship to the entities, as far as I can see.

This would be useful if non-node entities can be flagged, and you want to list all flags together, regardless of entity type.

Steps to reproduce

1. create a view of flagging
2. add a relationship
3. there's no option to add flag_relationship or similar, as there is on views of content
