Ensure that Book does not get special core treatment

https://www.drupal.org/project/book → does not have a release yet

Once there is a release:

• Add book like https://git.drupalcode.org/project/project_composer/-/commit/41c9d1fee39...
• Run a query like UPDATE project_composer_namespace_map SET package_namespace = 'action' WHERE map_id = 71016;
• Composer process the project

Book has a 1.0.0 release.

it's a blocker for removal and should help fix tests on 10.3 for Token module
