When building an entity type (eg nodes) that uses Layout Builder it is common to create a default display so that each instance has a starting point, rather than requiring each instance to be customized individually.
Create a default layout for a content type using Layout Builder, include inline blocks.
Export the configuration, note that the blocks will not be available.
Allow exporting and importing inline blocks that are part of a layout builder default display.

For the moment we're using hook_deploy_NAME() to generate the blocks that we need for the imported config, and it seems to work reliably.
