There are problems with buttons on the add web form components page

Problem/Motivation

On the web form element editing page, when using a long header, it is not possible to use the add element buttons

Steps to reproduce

In the web form element designer, type a header in several lines and the buttons for adding elements will fall under the top panel of the navigation, which is located above the level

Proposed resolution

Assign a value to a css variable "--gin-height-sticky" to 200px for webform editing pages

I can confirm, I had this issue on 3.0-rc8 version. Update to 3.0.0 solved the problem for me.

Anyway, for me it would be useful to know in what exactly version it was fixed.
Is there maybe a related issue?
