I tested the theme and tried reproducing the issue but I am properly getting the footer menu titles. Also make sure to keep the title checked while placing the block if that is not checked no title will be displayed. I am attaching the screenshot below for my observations.

@alex.skrypnyk could you please add steps to reproduce since I am testing it on the 1.6.2 version and everything seems to be fine there. So in order to provide the patch for the same it will be nicer to have defined steps to reproduce this issue.
