Stream Wrapper Manager Needs Inline Documentation Updates

You are right, unlike $info property, $wrappers doesn't have service_id key in it. Updated the documentation to reflect that and removed references to hook_stream_wrappers.

Left a small comment about the wording but will leave in review for others.

The new comment has a spelling mistake - an other should be another plus I think we should take this opportunity to rethink the docs - see comment on MR.
