In the issue that committed this URL alexpott stated "After discussion with @catch I decided to delete the change record because it's not adding anything beyond the deprecation message and the constructor documentation." #3112298-68: Replace REQUEST_TIME in classes with direct container access →
Unfortunately, that now means there are 9 URLs in core directing to a change record that does not exist.
The Deprecation policy states

The link to the change record on drupal.org (for core deprecations) or the relevant issue.So, these needs to change to the URL for the issue.

The patch looks good to me. The patch was applied successfully in 11.x version. I verified the message update from the grep command.
