ElementInfoManagerInterface::getInfo() should document which properties apply only to forms

The docs for ElementInfoManagerInterface::getInfo() list various standard properties for render element definitions.

This should state that some of them only apply when the element it used in a form, and has no effect when used in a render array.

It's (probably) all the ones that have a $form_state parameter in the callback.
