UI improvement - Relocate Text Format above Body input form

Here's a patch for it

The above patch #2 is not working as per requirements. after apply it's showing Text format before Body label not below the body text above the body input form. added image for reference.

This can be done on a per site basis using e.g an extra process calback added to the text format element

I think it doesn't meet the 80% use case and for that reason belongs in a custom or contrib module

I vote for won't fix
