I use "MAY NOT" because I add this field to other content types for testing, some show up correctly, some not. I removed DS, the same results; I also removed field group, still not showing up for content type visit.
When with DS format, I do see an error message "Warning: Undefined array key "#type" in _ds_field_ui_table_layouts() ", afterwards, there is no more error messages on this.
For content types where "field_form_admaction" shows up fine, there is DS and field group. so I don't think it is DS or field group problem.
I also tested on user account setup -- add a webform reference field in, it didn't show up in display.
all my modules are up to date.

Simply put: Reference field to webform shows up in some content types but not in others. I cannot find any pattern or reasons why the same reference field to webform doesn't show up in display.
