Encrypted directory should have an .htaccess file like private or files

Problem/Motivation

In "Files" and "Private" directories, an .htaccess file is automatically created when running cron jobs "Cleanup (caches, batch, flood, temp-files, etc."
This should be the case for encrypted files path.

Proposed resolution

Implement a way to create this .htaccess file in encrypted directory.
- New cron job
- Use of "FileSecurity::writeHtaccess($encrypted_directory);" ?
