Fix test performance of \Drupal\Tests\config\Functional\ConfigImportAllTest

The test is loading all modules anyway so this change won't help performance but it does remove the dependency on standard.

The test failure is in Nightwatch which is unrelated so I am leaving this at needs review.

Refactor seems good to me.

I agree performance doesn't change significantly here, there might be less config being installed during the initial install. The failing nightwatch tests are not related.

ConfigImportAll is finishing comfortably in the middle somewhere, so this shows it's not made any worse by this issue either.
