Implement authoring information form element and summary for Block Content

Problem/Motivation

Split from ✨ Add owner to the BlockContent entity type RTBC to add the Authoring information form element on the Block Content entity screen along with summary JS matching Drupal.behaviors.nodeDetailsSummaries or Drupal.behaviors.mediaFormSummaries to show the author's name (can we also make this generic?)
