Contextual trigger icon is hidden / not visible

Problem/Motivation

When editing the page on layout builder we usually have a button with a pencil icon to edit the blocks. This buttons should be visible
on hover. But, the last updates of the theme have overridden the background so the icon is not visible anymore.

Steps to reproduce

On node/####/layout.
Hold the mouse on top of a block.
A round edit button should appear on the right with a pencil icon.
When Gin is enabled the color of the icon is white, so you can't see the icon.

Proposed resolution

The offendong code is in styles/components/contextual_links.scss line 30.

Changing the class property to background-color fixes the issue.
