11.x versions do not behave well on local-ci, needs further investigation

11.2 was released a week ago, shall we add this too?

I've also added the default transaction method to be READ-COMMITTED to all new images, as it is required by D10+

Also build process optimized a bit, technically the difference from original images in config and "wait for DB" utilities
It's problem to maintain old images without upstream support as netcat-traditional psmisc are installed from distro repository

The best approach could be using to build the wait4port tool in the base image (single binary without dependencies) and add it from second stage build to each original image instead of pulling from semi-supported repositories
