'administer site configuration' permission too broad for settings access

This is a very good feature. Thank you very much.
I think we need a new minor version update, and a change record. We should also notify site owners to use the new permission once that is merged.

This is good work. Looking forward to merging this for 3.1 release.

The documentation for the new permission should be added to the new readme file. I suggest you rebase your branch, and move the documentation to Readme.md.
To create a MR you need to login to gitlab (login button on the top right corner)

The user needs either "administer perimeter url patterns" or "administer perimeter ip whitelist" to access the settings page. Furthermore, he can only see and modify the form element he has the appropriate permission for.
