The documentation for the new permission should be added to the new readme file. I suggest you rebase your branch, and move the documentation to Readme.md.

Already fixed through β¨ Add allowed IP configuration to prevent banning certain IP's Needs review .
The user needs either "administer perimeter url patterns" or "administer perimeter ip whitelist" to access the settings page. Furthermore, he can only see and modify the form element he has the appropriate permission for.
