Long string breaks the layout

The CSS change in this patch solves the above mentioned layout issue in Claro.

The previous patch does not work. I upload a new patch complete with the missing .css file.

For our case, we were having a very long URL in the tag. When clicking the 'source' button, the layout break. It only happens to two columns layout in claro.

Unfortunately, the patch above not working in our particular case. Attached our patch for reference.
Tested in Drupal 10.1.4.

Reroll patch for Drupal 10.3 for composer patches. `node-add.css` is no longer there in 10.3 so moved the css to layout.css

Extended patch to cover both default editor and source editor against 10.x where node-add exists is in this comment.

Issues should be against 11.x
