Use the block region on the configure block page's select field

Problem/Motivation

If you are on the block layout page and click the place block button and then within the dialog modal the add content block button, after creating/adding the content block, on save and configure the region is not set and has the unspecific - select - option as the default. that way the user has to remember on which block region the place block button was pressed. for people with a short working memory that might be challenging and it is also sort of inconvenient if you already made up your mind that you want to add a block to a certain block region to set that region again on the configure block page.

I've search the block content component for "place block block layout" but haven't found any already existing that looked already covering that. disclaimer i've noticed the issue while testing something for 📌 Revisit the redirect to 'add block' form in the 'add block content' form Fixed with the MR applied. but also without the MR applied the behavior is the same, only the button labels of the different steps slightly differ .

Steps to reproduce

go to /admin/structure/block/list/olivero
click place block in the header block region
click the add content block button in the dialog modal
choose add basic content block
enter block description and click save and configure

=> notice the required region select field has nothing selected yet.

Proposed resolution

Auto select the block region the place block button was pressed on the configure block's select field. for example if the place block button is pressed for the highlighted block region on the block layout page then select that highlighted block region for the step on the configure block page as well.
