Issue summary seems pretty bare. But the change is for config ignore which isn't part of core. So don't think this belongs in core.

The patch if for core, but I contributed to the code it touches.
When we added this log message it was not clear how you can get to it under normal circumstances.
I am curious to know how you can configure Config Ignore 3.x to trigger this log message.
