Allow the ignored routes in the PasswordPolicyEventSubscriber to be alterable

I have a situation where I don't want password_policy to redirect a user when on a specific page.

Currently PasswordPolicyEventSubscriber has an array if routes that are ignored when doing the redirect.

Add an alter hook to let developers alter the $routes array in checkForUserPasswordExpiration()

Hello,

Here a small patch to add a hook so that developpers can prevent redirection when needed.
I thought this would be more flexible than just altering the routes.
Tell me if anything wrong.
