RouteCachingLanguageTest should use API to set up language

Tagging for new users as may be some good practice with refactoring tests.

i'll try to do the improvement.

Added API() for URL language detection and selection & removed the http request, apart from it nothing seems to be left.

Also verified test changes on local, its output on the basis of time & memory usage as follow:

Before applied MR changes test takes : Time: 00:17.571, Memory: 4.00 MB

After applied MR changes test takes: Time: 00:15.524, Memory: 4.00 MB
