Move generateId() out of toggletip

Problem/Motivation

✨ Create a new component: Toggletip RTBC introduces a generateId() function inside Drupal.behaviors.toggleTip. This function could potentially be helpful in scenarios outside of toggletips so it should be moved out to be a utility.
