Local actions template misses UL-element (block--local-actions-block.html.twig)

@thomas.frobieter are you sure this is a core issue and not caused by a theme override?

In Claro for example it works, see local actions e.g. at /admin/content:

means claro is not affected and for that reason it's working there?

Sidenote / idea: Perhaps core could have tests for the theme output for W3C compatibility? Perhaps using an automated crawler? Might be an interesting kind of testing for core to report such bugs automatically... but perhaps the idea is too crazy.

Not sure where they have the menu-local-action.html.twig override, I couldn't find it and I don't have grep availalbe currently.

This issue was reported earlier in 🐛 Local action links should be inside UL element Needs work . I'll close this issue as a duplicate, so we can focus our efforts in the related issue.
