Re-add dependency on eu_cookie_compliance_gtm

Problem/Motivation

For proper tracking setup in GTM, we need an event to indicate changes in the cooki acceptance. If not, the only option is to use a click event with CSS selectors, which is not very clean or error proof.

Proposed resolution

Reintroduce the eu_cookie_compliance_gtm dependency that was removed in https://www.drupal.org/project/eu_cookie_compliance_rocketship/issues/32... → . Using the newest version of the module.
