Call to undefined function file_create_url()

@Prachii, Yes, the function file_create_url() has been deprecated and is no longer available. Instead, you can use the Url::fromUri() method to create URLs for files Like this :- $fileUrl = Url::fromUri($uri)->toString();

The Patch#2 works well on Drupal 8
