Remove core patch "It is possible to overflow the number of items allowed in Media Library" as it breaks acms install command

Problem/Motivation

While Installing ACMS from starter kit acms:install command fails and site installation is broken and user cannot proceed ahead.
We need to remove Acquia cms common patch as it is merged in drupal core 10.1.x
