If I create a view with an enabled exposed filter (checkbox) and call this view with a URL filter identifier, I get, as expected, a view with an enabled filter.
If the user now wants to deactivate the activated filter and clicks on the filter, the view reloads and the filter is activated again.
However, if the user activates a second filter term first, they can then deactivate the first one.
If this is not a bug, I think this is quite inconsistent behavior and confuses the user.
I tested this on a new Drupal 9 installation and got the same result.
