Menu not visible as expected and submenus are breaking on hover

Hello, this issue replicated in slightly different way for me (check screenshot). Worked to resolve the same.
Here is the patch and screenshots.

Tried to replicate this issue but at my end menus and submenus are looking fine. See the attached screenshot.

"Hello, I've tested this issue in Drupal 9.5.x.
After applying the patch, the issue has been resolved.
Result: Both the menu and submenus are now visible as anticipated.
