Having the same issue with Drupal 9.5.10.
We have 272 Terms in Vocabulary.
For us at local docker environment everything works fine. On AWS Term list can't be saved.Taxonomy Manager unfortunately doesn't support changing the hierarchy of terms.
Hi, I've encountered the same issue on Drupal 10.2.5.
In my case, this occurred only with large taxonomy term vocabularies. I solved this by increasing the max_input_vars in my php.ini
